Spain built Turkey's drone carrier. Germany supplied its submarines. Italy partnered with Baykar. France just crossed into the kill chain. And all of it is happening while Turkey maintains a standing war threat against Greece and refuses to recognize Cyprus as a state, according to strategic analyst Shay Gal on Kathimerini.
The TCG Anadolu, Turkey's amphibious assault ship and drone carrier, was built on a Spanish design by Navantia. On July 20, 2024, the 50th anniversary of Turkey's invasion of Cyprus, that ship joined a naval parade off occupied northern Cyprus. Then, in April 2026, Navantia signed a new three-year sustainment contract for the Anadolu, covering maintenance, repairs and training, renewable for another three years.
Germany's contribution sits underwater. The Reis-class submarine program, based on the Type 214 design and built under TKMS supervision, has already delivered two boats into Turkish service, with a six-submarine program ongoing. The second, TCG Hizirreis, entered service in November 2025. Berlin has also moved toward clearing Turkey's request for 40 Eurofighter Typhoons.
Italy created LBA Systems, a 50-50 joint venture between Leonardo and Baykar, pairing European systems and certification with the drone platforms that made Turkey a serious unmanned aerial power. France, long considered the exception that understood the Eastern Mediterranean threat, crossed its own line in May when Safran announced a strategic drone and guided weapons partnership with Baykar, including its Euroflir electro-optical system for the TB2.
EU export law, specifically Common Position 2008/944/CFSP, bars arms licenses where there is a clear risk of aggressive use or force-backed territorial claims against member states. Turkey still holds a 1995 casus belli against Greece over Aegean waters. Turkish troops still control northern Cyprus. In March, Turkey moved to deploy F-16s to the north. In May, Ankara was drafting legislation to formally codify its "Blue Homeland" maritime claims across the Aegean and Eastern Mediterranean.
Greece called for an EU arms embargo on Turkey back in 2020. It went nowhere. The weapons kept coming.
