The European Parliament passed a landmark resolution Thursday calling on EU member states to assess whether individuals and organizations linked to the Muslim Brotherhood meet the criteria for inclusion on the EU's official terrorist list. The vote carried 381 to 167, with 15 abstentions, representing one of the most consequential parliamentary moves against Islamist political influence in the bloc's history.
The resolution, spearheaded by French MEP Céline Imart of the European People's Party, calls for a coordinated EU-wide strategy to counter what it describes as "Islamist entryism" and the Muslim Brotherhood's growing influence across European institutions. Among its key demands are ending EU public funding for organizations linked to the movement, investigating foreign financial networks involving Turkey and Qatar, and denying institutional access to groups associated with the Council of Muslims in Europe.
The measure secured an unusually broad coalition. The EPP joined forces with the ECR, Patriots for Europe, and Europe of Sovereign Nations, while 62 of 67 Renew Europe MEPs also backed the text, extending support well beyond the traditional right-wing bloc. Socialists and the far left boycotted the resolution entirely.
The vote does not itself place the Muslim Brotherhood on the terror list. Under EU law, a formal designation requires a decision by the Council of the European Union based on a prior national or third-country judicial ruling. Thursday's result is a political directive, putting heavy pressure on the Commission and Council to act.
French Socialist MEP Chloé Ridel accused the right of exploiting the vote to "fuel fears" and stigmatize Muslim communities, while organizations like the European Network Against Racism called the resolution "racist and Islamophobic." Supporters countered that the text explicitly distinguishes between religious practice and political Islam.
The resolution follows a French government report published in May 2025 documenting the Muslim Brotherhood's organizational networks, and a French National Assembly call in January 2026 for an EU-level terrorist designation.
