Extending territorial waters to 12 miles: When and how?

Following Greece’s explicit reference – made for the first time in a diplomatic demarche to Turkey – to the country’s right to extend its territorial waters to 12 nautical miles, the debate concerning how and, above all, when such an option can be exercised has understandably returned to the fore.
