Spain declared a state of emergency in its North African enclave of Ceuta after an estimated 49,000 migrants crossed into Spanish territory within a single 24-hour period, according to the Spanish Interior Ministry. The crossings came by sea and land from neighboring Morocco, and at least 18 people drowned attempting to reach the shore. Police sources in Ceuta described an "unrelenting flow of people" that made accurate counting impossible. The surge was driven largely by young men and teenagers, with thousands gathered in the Moroccan border town of Fnideq waiting for the chance to cross. Moroccan security forces attempted to push the crowds back using crowd-control measures, but the flows continued at overwhelming pace. Finland's Interior Minister Mari Rantanen backed Meloni's proposal openly, saying Spain had "completely failed" to protect Europe's external borders. France announced the immediate activation of its rapid border intervention force to tighten controls along the Franco-Spanish border and prevent onward movement. White House officials also used footage from Ceuta to defend Donald Trump's hardline immigration policies.
